The damage has been increasing rapidly because of irregular climate change all over the world. Most people show views that the climate change makes global warming. Many countries reveal their goal and try to attain reduction target of greenhouse gas with making the Framework Convention on Climate Change Negotiation. Korea also reveal goal that we will reduce 30% compared with BAU scenario in 2020 at 15th Framework Convention on Climate Change Negotiation meeting in Copenhagen in 2009. Seoul is concentrating on providing an institutional strategy over propose many alternative plans to accomplish target value. However, a practical strategy of urban planning to reduce of greenhouse gas is still absent. According to Korea Energy Economics Institute Fact Book 2010, energy consumption in 2009 was about 15 Million TOE and 88 percent of that captured of household use and commercial use and transportation section. As household use and commercial use has been increasing sharply for 10 years: 44% to 56%, it suggests that reduction of greenhouse gas in architectural field is recommended. Calculating energy consumption by each building and studying on analyzing factors that have influence on usage variance is preceded, so as to reduce greenhouse gas in architectural field. In this connection, there has been any amount of research into the subject. However, most of the earlier studies were based on the effect of physical factors of building on the energy consumption. The aim is to confirm regional income disparity acting as a meaningful variable on variance in energy consumption of buildings and make alternate plans for cutting energy consumption of buildings based on analyzed result.
