The dilemma of the urban management began to the institutional setting, which caused birth defect in practice of the urban management. They are the specific reasons of the conflict between the "urban" and its managed objects which caused by differences in ideas, differences in behavior expectations and the sudden deprivation of the interest. Modern urban management can improve the level of urban management, to achieve the harmonious development of urban society, so it is the goal of the urban management. This system works institutional framework has been set up, but the functional structure of the state is still in the initial exploration. It is a break through the pipeline of the management focus outward to achieve the management body mass, to improve the existing institutional framework, to optimize functional structure, to achieve urban management modernization, in the current administrative system architecture, "I+x" model is the specific forward path to achieve urban management modernization.
