This article aims to redefine digital divide and explore information gap in Korea. The rapid diffusion of Internet technology is based on at least two factors: steadily decreasing costs of use, and steadily increasing ease of use. The Internet is a medium of communication and information permeating every domain of economy and society. The diffusion of Internet is unequal on account of the inequality of economy and society. Thus, the notion of digital divide is considered as a dimension of inequality. Social debates on the Internet start with social exclusion as a consequence of differential access to the computer and Internet. Digital divide has to do with information discrepancy between those who access to the computer and Internet and those who do not. Because of this, it has been thought that the digital divide produces social inequality as a consequence of information differentiation. The research on the digital divide of Korea exposed deep divide among social groups such as sex, age, education, occupation and income. The digital divide in Korea also was treated as social inequality on the basis of the frame of industrial society. However, the digital divide is not simply a problem of access. The digital divide is much more complex than the dimension of access. The access is one dimension of the issue. The digital divide concerns training for IT literacy and content. The former is the ability to use IT for a range of purpose, the latter is the needs and demands of disenfranchised groups. It is true that so many programs and policies have been provided for access and training in Korea, but those for content have been not enough. The content dimension is related to information freedom for the disenfranchised to have many choices in Internet. Therefore, we should approach digital divide not as information discrimination against the poor but as information freedom for the disenfranchised.
