The aim of this study is to develop the guidelines which can prevent workers from violation in nuclear power plants. Although an accident or failure caused by violation rarely occurs in the nuclear power plant, it can cause a serious social and economic damage. There are various rules and regulations for the workers in the nuclear power plant. Inducing workers to keep rules/regulations using guidelines can be more effective than forcing them to keep rules/regulations constrainedly. Three ergonomics experts conducted the idea development methodologies to develop the guidelines which can prevent workers’ routine and situational violations. A Morphological Analysis and Brainstorming were utilized to deduce the ideas. In the morphological analysis, “Human/Task related characteristics,” “Organization related characteristics,” and the “job types” were selected as three factors for combination. Human/Task related characteristics includes forty-four items and twenty-five items for routine and situational violations each. Organization related characteristics includes fourteen items. There were three types of job; Supervision/Inspection, Operation, Examination/Maintenance. Fifty-eight and Thirty-four ideas were deduced by the idea development methodologies, and thirty and twenty-three ideas were filtered as final guidelines in the routine and situational violations respectively. The results of this study could be applied to the nuclear power plant, and could prevent the potential accidents or failures due to the violations. We suggest that the web application and wearable devices could be an effective method for workers to follow the guidelines. This study can be a foundation for the research of the violation.
