Local cultural budgets have been studied well internationally, particularly with regards to political influences on expenditures. The Korean literature is not as ample in this area, however, so this study set out to expand the research into the Korean context. Local government autonomy, with popular political demands placed on the budget suggesting more opportunities to look to international explanations and how they can account for the dynamics of the Korean situation. Incrementalism and political budget cycles (PBC) are considered as potential explanations, as are administrative and socioeconomic factors. Data from all 69 metropolitan city district governments from a period of five years (covering a full political budget cycle) from 2008-2012 were gathered and analyzed using a random effects GLS regression model. All of the incrementalism variables (old rate of culture spending and rate of budget) were positive and significant, indicating support for incrementalism as an explanation for the cultural budget. The PBC variables for the years before and after elections were significant and negative, though the actual election year was not significant. The PBC variable for left-wing mayor was significant and positive, indicating an unexpected liberal political dimension to cultural spending. The administrative and socioeconomic variables were mostly not significant, offering support for only the factors of local tax burden (positive), employment (positive), and income tax payments (negative). The paper concludes with suggestions for extending research into the area and for working more aggressively to adapt insights from international literature to the Korean case.
