Smart city has evolved to Information city- Ubiquitous city- Smart city as the future cutting-edged city which can get the information service through any kind of instrument anytime and anywhere by using information and communication technology. The service type of the various field including the environment, energy, transportation, and etc. is offered while the interest about the needs for the smart city service and service construction which the citizen can feel actually rise recently. However, the demand for the users is actually low or the link with the existing infra is insufficient, or moreover the limit of the enduring hardship in the continued operation management is displayed. So recently not the demands for public-centered service but citizen-centered service are needed.

This study propose to the process need of the Needs Map based on STIM model that approaches the service construction of the smart city experience zone for the service-technology-infrastructure-management point of view in designing the space with the goal for the service development of user-centered service. it has significant to derive for the smart city service through just not with "citizen" or "public", "user", and "administrator" but analysis of related stakeholders and needs. This study is relevant to come up with further study .This research is applicable to the step by step research supporting for the service type of the smart city experience zone and the foundation of the space planning of further study.
