This study is to offer some suggestions according to the results from policing administration in future by citizens evaluating police service that Daegu Metropolitan Police Agency offers. Citizens' evaluation about police service was made through a questionnaire of citizens in this area. As a result of it, the quality of police service by Daegu Metropolitan Police Agency is generally rated a little high above normal. Selection variables of police service were evaluated classifying 5 factors such as responsibility, accountability, kindness, speciality, and guarantee of human rights, and this study analyzed how these factors influence the result of police service offered by Daegu Metropolitan Police Agency.
Citizens' satisfaction about the quality of police services was shown in order of kindness, accountability, guarantee of human rights, responsibility, and speciality. Accordingly, in order to improve citizens' satisfaction about the quality of police services, when offering services, we need to strengthen accountability and guarantee of human rights including kindness. Also, it was shown that when the factors of the quality of police services are more improved, the satisfaction goes up, and citizens' satisfaction also has a mediating effect on the preference of police services.
Policy implications are as follows. First, we can suggest research models that the quality of police services is able to be applied to citizens' satisfaction and preference evaluation. Second, we can offer indexes about quality evaluation of police services. Third, citizens' satisfaction evaluation about police services should be made cyclically, continuously, and repeatedly. Fourth, the establishment of special organizations for the evaluation of police services is needed. Fifth, the plans using the results of the evaluation of police services should be considered.
As a result, it was shown that the better the factors of the police service quality are, the higher the results of police service are. Accordingly, the suggestion is that, in order to improve effectiveness of police service, the improvement of strategic service quality is needed.
