The purpose of this study is to analyze the possibility of treatment based in community on young offender in Korea through case study on “Center for Alternative Sentencing and Employment Service” organization in America. Nowadays, Juvenile's violent crimes like murder, rape, mugger and arson and Recidivism are increasing in Korea. And juvenile crimes have recently been showing signs of ferocity, imitation of adult crime and the dropping of the age youth permit a crime.
These results show that current measures and Criminal Justice System on juvenile crime in Korea were not functioning. And what's more, these results show the limit of treatment in custody. So, this study explains the limit of treatment in custody on young offender through youth protectionism, recidivism and labeling effect.
To solve those problems, this study introduces “Center for Alternative Sentencing and Employment Service” organization which is highly acclaimed as organization running the CEP(Court Employment Project) program of treatment based in community in America and analyzes success factors on decrease of recidivism rates and economy in expenditures of jail or prison.
So This study suggests an alternative on treatment in custody and the possibility of treatment based in community for young offender in Korea.
