This study provides an overview of instrument for introduction and operation of Living Wage that are currently available in Seoul. There are some reasons why we introduce Living Wage. First, several difference exist between income and wages to each person and family. Second, minimum wage has many limitation to low-wage workers. Finally, Living Wage affects all workers who apply it.
This research includes the necessity of introduction of Living Wage, case study of Living Wage in Korea and overseas, calculating mechanism of Living Wage for Seoul metropolitan, policy suggestions for operation of Living Wage etc.
We introduce some case studies in Nowon-gu, Seongbuk-gu, Bucheon-si and People’s Solidarity for Participatory Democracy in Korea. Also we take a look at some overseas cases including London in United Kingdom, New Zealand, the United States of America. Each case has characteristics of calculation, standard and application of Living Wage. These case studies are utilized for calculation and application of a Living Wage in Seoul metropolitan.
Thereafter we propose four alternatives of calculating method of Living Wage for Seoul metropolitan. Four alternatives of calculating method of Living Wage are as follows:earned income-based, household income-based, household expenditure-based, the minimum cost of living-based. We propose that a Living Wage in Seoul based on won per hour is 5,980(earned income-based), 6,448 (household income-based), 6,249(household expenditure-based), 6,116(the minimum cost of living-based). And this study adopts pilot case in Seoul Metropolitan Facilities Management Corporation(SMFMC). After studying this pilot case, we conclude that it is not much the budget commitment about operation of Living Wage in SMFMC. And this study considers about Living Wage Calculator in Seoul metropolitan similar to that of United States of America.
This study proposes how the current Living Wage policy adopted in Seoul metropolitan Government. The basic directions of adoption of Living Wage in Seoul are ‘Living Wage as the family wage’, ‘easy-to-run’, ‘whole introduction after carrying out some pilot project’, ‘form a social consensus’, ‘establish an ordinance’ etc.
The operation of Living Wage takes three steps that review the introduction stage, prepare the introduction stage and practice stage. In implementing Living Wage in Seoul metropolitan, main agents are Seoul metropolitan Government, Seoul Institute, Seoul metropolitan Government-affiliated organization and the Seoul City Council.
