Recent studies have noted housing supply and affordability were important in the location decision of workers with different levels of human capital in the United States. Approaching income elasticities of housing demand as a determinant of regional growth and its match with housing supply, this article examines how differently-skilled workers were attracted into lower-density southern regions during the 1980s. Distress-aversive, young workers with medium-level skills (or with 12-to-15-year education) usually could not afford expensive houses. It was natural they became mobile and responsive to expected price adjustments while high-skilled workers could afford expensive houses in Northeastern and California regions. In the air-conditioned South, flexible housing supply appeared to attract mediumskilled workers whose settling-down contributed to regional welfare more than to per capita income increase. The regression results support rising southern ``medium-skilled cities,`` housing supply and lower density attracted medium-skilled workers, rather than high-skilled workers, by increasing opportunities for regional welfare improvement matched with elastic housing demand.
