This study discusses the relationship of jobs-housing (J-H) balance and efficient commuting inside and outside the greenbelt in growing metropolitan Seoul. Seoul``s spatial transition between 2000 and 2005 was analysed based on the suggested trade-off of commuting cost and J-H balance. The analysis showed commuting time decreased and J-H balance improved in average and more in the new towns that were built between 1989 and 1995. Mean commuting time decreased in most job-rich or formerly housing-rich areas with J-H ratios＞2.08 or＜1.18. This suggests a rational-commuter-led transition to improved balance, despite the greenbelt``s effect on the longer commuting. The government needs to ``manage`` this transition more efficiently so that the greenbelt``s negative effect can be minimised with any positive effect untainted.
