The purpose of this research is to suggest a model or method of needs analysis for designing syllabuses. As the learner-centered approach in teaching methods becomes general, the learners' needs or wants should be reflected in the syllabus design. For this research, 21 teachers and 184 students in technical high schools were selected for the survey. SPSS Window version 17.0 was used to produce discriptive statistics for the totals, means, frequencies, standardized scores, and cumulative standard normal distribution functions. The processes of applying this method to engineering-technology English used in technical high schools will be presented. First of all, the needs of teachers as well as students' should be reflected in the syllabus design, so their needs may be mixed together effectively. Thus, the degree of their needs is calculated according to the items, and its means are added. After that, standardized scores are computed as an objective measure. However, standardized scores have disadvantages which could be distorted in data interpretation. To solve this disadvantage, standardized scores are transformed to cumulative standard normal distribution functions. Then, their needs are reflected in the syllabus design for the engineering-technology English.
