In the 1990s, a new set of sex offender regulations were developed in the U.S. to control criminal sexualities. The new regime of sex offender regulation has been founded upon and has reinforced the idea of stranger danger to child victims. Crime control strategies centered on the dominant figure of stranger danger emerged out of anxiety about social changes with respect to the family and that the family problems, such as parental child abuse, anxiety about the loss of family values in society at large, and changing gender roles have been displaced into the problem of external threat embodied in the figure of stranger danger. This paper provides a historical account of discourses pertaining to child abuse, leading to the emergence of the dangerous stranger. I examine the creation of discursive spaces for stranger danger during the period spanning from the 1960s to the 1990s. With a focus on what roles scientific knowledge production has played, this paper traces how current concern over sex offense against children committed by strangers superseded the earlier issues of incest and physical abuse by parents.
