This study presents the visions and directions of the women and family policy of the Seoul City government under Mayor Park Won-soon, the sixth mayor to be elected by popular vote, and proposes missions for each area.
For the purpose, the achievements and limits of the women’s policy of the two preceding Seoul City governments were analyzed and based on the results, mid- and long-term policy plans were drawn reflecting areas in need of support in the current and future socio-economic environment. The analysis of existing policy was undertaken in five fields: gender equality, jobs, safety, diversity, and family and child rearing. Statistical analyses of related data were also conducted out of which a citizens’ survey was derived to construe citizens’ views on the women’s policy. The specific policy environments, visions and directions of the current women’s policy were examined in depth.
This study proposes “Seoul Together with Women” as the vision of the Seoul City government’s women’s policy. The vision is in the spirit of the city government’s policy goal “Together Seoul,” and is meant to highlight the city’s pursuance of diverse policy inclusive of all women.
The five goals that comprise the women’s policy are: “Gender equality felt in life,” “Solid jobs,” “Care and sharing,” “Safety for all,” and “A community in which all want to live.” They are each briefly described below.
The goal “Gender equality felt in life” focuses on leading a change from the gender mainstreaming policy centering on gender impact analysis and evaluation to gender mainstreaming actually felt by citizens. It also aims to improve policy performance.
“Solid jobs” aims to guarantee women’s labor rights and create secure, stable and attractive employment opportunities for women by providing better and greater support for the socio-economic ecosystem.
“Care and sharing” hopes to realize a gender equal family culture, expand supports for work-life balance, and strengthen the public characteristics of universal childcare to help working mothers balance work and family life.
“Safety for all” pursues safety initiatives for women citywide that focus on prevention, rather than on simple protection of women from violence.
This study also presents detailed tasks for achieving the goals of the five areas previously mentioned. The Seoul City government will make dedicated efforts towards creating a city that respects women and their needs over the next four years based on the recommendations presented in this study.
