Fiscal challenges in local governments are not new in the United States, and increases in local autonomy world-wide have created my inquiries on U.S. experiences to guide local decisions. Extreme diversity in local governments in the U.S. makes comparisons difficult, but this overview of experiences and scholar insights can provide guidance how municipal governments’ fiscal crises may be averted and minimized through various activities at local and higher-level governments before and during the crisis. Debt, moral hazard, and competence of local officials are identified as major concerns.
