This study aims to analyze Seoul’s urban plan, the “2030 Seoul Plan”, by applying gender analysis guidelines developed for the 2030 Seoul Plan
To that end, I have examined various gender-related issues found though given examples of gender impact assessment and women-friendly city. And I surveyed gender-based differences in demands regarding Seoul’s urban environment. Based on the results of the study, I have examined differences in the use of urban public spaces between men and women and their gender-specific demands to understand the problems of urban planning from a gender perspective.
In this study, I suggest 15 gender-based principles of urban spatial formation in areas such as work-life integration, open community, safety, mobility, diversity, participation and system. Also, I create the gender analysis guidelines developed for the 2030 Seoul Plan in accordance with the gender-based principles of urban spatial formation and apply these guidelines to the 2030 Seoul Plan. As a result, I suggest some measures to be reflected in the 2030 Seoul Plan for gender equality. These measures are: creation of a community hub, formation of a spatial structure that improves safety in everyday life, easy access to diverse means of public transportation, provision of public housing near public transportation, gender sensitivity education for participants in urban planning projects, a guarantee of women’s participation, and a revision of Seoul’s urban planning ordinance.
The 2030 Seoul Plan is Seoul’s top official spatial plan and, at the same time, a political project that carries legal binding force. In this respect, the project is designed to take gender equality into consideration as part of the criterion for policy enforcement for urban planning. Also, urban development projects included in the 2030 Seoul Plan are expected to serve as the foundation for the promotion of gender mainstreaming in Seoul’s urban spatial policy.
