Despite the continued expansion of the home care allowance system, debates on its principles and effects continue. A major reason for such debates is the shortage of good childcare centers in which parents can place their trust. This study investigates the current status of childcare centers in relation to families who receive home care allowances and the demand for such centers. Based on the analysis, it seeks ways to expand the number of high quality childcare centers and diversify childcare services.
A survey conducted for the study revealed that many parents chose to take care of their children at home since they felt there were few reliable childcare centers. These parents also said that rather than cash support, what they needed from the government was secured childcare centers offering good quality care as well as greater diversity in childcare services. Based on these results, the study suggests the establishment of an additional 1,197 high quality childcare centers, reinforcement of the home childcare support function of the Childcare Support Center and expansion of the center’s branches, establishment of local community childcare support networks, and reinforcement of professional caregivers providing home childcare through the improvement and expansion of such services.
