Residential environment, which was once overlooked during the industrialization and urbanization process, attracted public attention by economic growth and rising living standards. Breaking down the fence movement was introduced as one of the measures to improve residential environment. In 1996, first breaking down the fence movement was practiced in Daegu. Starting by demolishing fences of West district office and that of Kyongbuk National University Hospital and composing landscape park, currently the movement is spreaded as a civic campaign. In addition, it is settled as a planning element to increase greenery needed to ensure the vitality of the city and improve the environment. Although breaking the fence movement is spreaded throughout the country, it can be judged that the movement is suffering recession due to lack of citizen’s wide response and active participation during the process of implementing. Therefore, in this research, investigation of characteristics and current status of breaking down the fence movement and analysis of related systems were conducted and as a result, improvement plan for activation of the movement was drawn in order to overcome the recession.
