There are many victims as a result of the flood. This paper examines refugee relief situation and problems in Korea. We try to focus on how the policy improve the refugee housing welfare. The current system of refugee relief is not enough to consider about the characteristics of households, refuge’s properties and their ability to pay for housing. The government policy is concentrating on temporary relief activities. This paper suggest an alternative to realize the refugee housing welfare. It is necessary to actualize the house recover budget, repair the destroyed houses by flood damage, and providing subsidies for tenants. We also propose that the government has to provide the land for temporary houses and disaster insurance system activations based on laws.
