Recently, the demand for improving the quality of life of residents has increased, as a result, a bond of sympathy, management means that residents can experience directly residential areas of the space of daily life are needed, has been developing. The neighborhood unit plan is a life contact-type plan including needs of residents" life improvement, which makes residents participation and consensus, and bottom-up plan based on the cooperation of local governments possible. Therefore, the purpose of this study is to present guidelines for the neighborhood unit plan which can be utilized practically in local governments of provincial cities. To this end, interviews with government officials and academic experts were carried out by dividing into Seoul and provincial cities, measures to establish the neighborhood unit plan through the analysis of interviews were identified, draft guidelines for the neighborhood unit plan were drawn up based on this. Regarding key findings, first, it"s needed integrated operation·management of various plans and projects of provincial cities, and the neighborhood unit plan is required as a plan residents can experience practically. Second, the neighborhood unit plan needs to be set up as a sector plan of the urban master plan in provincial cities. Third, it"s necessary to consider ways to delegate approval authority of the plan to local governments for the introduction of the neighborhood unit plan. Fourth, in the contents of the neighborhood unit plan of provincial cities, it"s important to promote employment·economy base, region-specific·link measures, urban·rural win-win development and link measures, social welfare, landscape·ecological fields.
