In LGB, grammars are made up of subsystems of rules and subsystems of principles which interact to yield a description and an explanation of linguistic phenomena. One of subsystems of principles, Binding theory relying on government is responsible for the coindexation of pronounds and anaphors. And, Control theory accounts for the interpretation of the empty category PRO, which is considered to be a pronominal anaphor. In most discussions of control two types are isolated, obligatory control (OC) and non-obligatory control (NOC). These anaphors were examined on a syntactic level with the binding theory and the control theory accounting for coreference relation. But there are a number of empirical problems which arise due to the definitions of government and binding assumed, as well as to the assumptions of government and binding assumed, as well as to the assumptions made about the relevance of morphology to determining the content of reflexives and personal pronouns. Therefore, to solve them Nishigauchi sets up the Primary Location (PL) Hierarchy. (I) 1. Goal > 2. Locative, Source. Principle (I) predicts the antecedent for PRO, but only when PRO is contained within a theme of the governing predicate. When a predicate takes both a goal and a source argument it is the goal which serves as PRO`s antecedent. PL does capture a significant generalization abut the interpretation of NOC PRO. If it has a linguistic antecedent it must be the highest NP available on the hierarchy. A single set of control principles applies equally to OC PRO, NOC PRO, Overt Pronouns, and Anaphors. In the process, it is argued that the distinction between thematic and pragmatic control is nonexistent.
