With the trend of economic growth without employment, a lot of studies about decent-job creation have been conducted and various policies have been suggested in both Korea and Gyeonggi-do for several years. However, employment indices show that the employment elasticity has been continuously weakened in Gyeonggi-do as well as Korea.
This study aims to investigate strategic industries with a high employment capacity and to suggest policies to develop those industries in Gyeonggi-do. To do this, we first analyze the characteristics of industries and the industrial strategies in Gyeonggi-do, and then we measure the attractiveness of industries on the basis of their employment capacity and potentiality of job creation. The attractiveness of each industry is calculated by the average of four indicators; the capacity of job creation, the growth rate of employment, the capacity of full-time job creation, and the growth rate of full-time jobs.
According to the results of our analysis, the most attractive industry in the aspect of decent-job creation is ’Manufacture of Electronic Components, Computer, Radio, Television and Communication Equipment and Apparatuses’. Also, we have showed that five out of 18 future strategic industries in Gyeonggi-do, which are senior-friendly industry, medical services, semiconductor industry, Robot industry and image/video/information technology industry, are more attractiveness in decent-job creation than the others. The second best industries with high employment attractiveness are Nano-technology industry, new & renewable energy industry, display industry, next generation automotive industry, and harbour & distribution industry.
We suggest that the Gyeonggi-do government needs to strengthen policies supporting those strategic industries with employment attractiveness, which would contribute to creating more decent jobs, while developing future growth engines in Gyeonggi-do.
