This paper is written to answer a question why the security cooperation between South Korea and Japan stalls at a minimum level despite their shared North Korean nuclear threat and their respective alliance with the U.S. It examines factors from both international level and domestic level based on theories of alliance and linkage politics and a few real world cases.
This paper concluded that the security cooperation between two countries has been delayed due to the strong influence of domestic factors. Especially, the negative feeling of the people from both countries blocked the progress of security cooperation as clearly demonstrated by the abrupt postponement of the military intelligence protection agreement in June 2012 and surprising visit to Dok-do by the South Korean President in August 2012.
As long as South Korea feels it necessary to enhance the security cooperation with Japan for the effective response to North Korean nuclear threat and the stability of Northeast Asia, it should improve its people"s negative emotion about Japan. The rational situation analysis and persuasion of the people by the political leaders and intellectuals of South Korea could be helpful for this. South Korea should strengthen the ties between the South Korea-US alliance and the Japan-US alliance by recognizing the limit of South Korea-China relations. Active participation in the multi-lateral international dialogues with Japan would be helpful, too.
