We witness so many failures regarding our government as well as public administration ‘here and now.’ How could we understand these phenomena and their dis-functions happened in our society? So this study assumes that it occurred due to the effect of the ill practices by government in which the existing regime of truth does not react to the current social changes properly of government effects. In my paper I focus upon the co-evolution of England during the late 18th century as the exemplary case in order to defend my argument. For my ongoing analysis I will take Adam Smith’s The Wealth of Nations. Indeed this book pointed out thoroughly the limits of the fundamental Mercantilism that urged the strong government involvement for the accumulation of capital. As an alternative, Smith claimed the liberal political economy that makes possible the individual express one’s own selfishness and lets government be self-regulated for the natural circulation. If I applied these findings from the England case to the current situations of Korea, I realized that the Korean government still insisted on the strong government intervention paradigm that leads to the unilateral economy growth whose limits are too visible. Our country desperately needs the new principles and philosophy of government to replace the existing truth regime.
