North Korean People"s Army(NKPA) is a party organization installed within the every level of the North Korean military, from Corps to company. North Korea established General Politics Bureau(GPB), a party organization, within the military on 21st Oct, 1950. North Korean regime announced that the reason for the establishment of a party organization within the military was that there was a need to strengthen military principles during the Korean War, when North Korean military was on retreat after entry of the UN forces. However, considering that North Korean leadership at this time was not able to effectively communicate with other branches of government and military, what was the background for the establishment of GPB? Were there any other reason?
This study focuses on the background for the establishment of GPB, with a special focus on North Korea-PRC conflict during this time period which had been previously neglected in other studies.
With the establishment of North Korea-China Combined Command and the entry of Chinese People"s Volunteer Army(CPVA), Kim Il Sung lost operational control over NKPA as the Supreme Commander. In addition, entry of CPVA weakened Kim"s political influence in North Korean Politics.
The main purpose of this study is to provide a different view on the establishment of GPB: it was established by Kim Il Sung as an effort to check on operational control which was handed over to the CPVA commander.
After the establishment of GPB, the military principles of the NKPA was strengthened. In addition, Kim continued to emphasize that North Korea mustlead the war and that the war must be fought using North Korean tactics. Since then, he began to be described as “the Sun" by the pamphlets published by GPB, and his political status was elevated over higher. With his elevated political status, he was able to take action on his political enemies, who were the main supporters of North Korea -China Combined Command. He was now able to control his relations with the supporters of the combined command.
In sum, Kim was able to check on Chinese influence over the North Korean military by establishing GPB, a party organization, within the military. In addition, GPB helped Kim gain political upper hand within North Korean regime.
