The purpose of this research is to suggest a framework for realizing creative economy. The framework composed 2 step measurements : (1) the importance with AHP, (2) the score of future services. This research proposes three determinants of creative economy: the creative service development, the ecological system for creative service, and the expected performance. These factors are further divided and each factor has a hierarchical structure with 3 elements. The importance of each factor and element are calculated with analytic hierarchy process. The most important determinant turned out to be the ecological system, followed by the expected performance and the creative service development. This research applied ICT service industry, and considered 8 future services. The element score measured for 8 future services with 5 point Likert scale. Therefore, the total score of future services calculated by combining the importance and score of element. The results shows that the most important service turned out to be the customized smart advertisement, followed by the u-health care and the hypernet service. The framework of this study could be a useful tool for realizing creative economy with service industry.
