Employment policy for the disabled is now on the turning point. This is the right time that researches about the issues for the employment of the disabled should be conducted. Those results and advices from the researches are to be utilized as evidence for policies. In this point of view, the employment development institute(EDI) of the Korea employment agency for the disabled(KEAD) has been contributing to a better understanding and spread of the related field.
This study is focused on the evaluation and development of the research and statistical research programs of EDI. Many programs are now operated by EDI and those programs are divided into two categories, one is ‘research and development’ and the other is ‘education and training program’. In the research and development program, EDI conducts programs for policy development, employment development, and surveys statistics. For evaluating those programs, we set up different methods. A Network diagram for citation of the research results is used in the evaluation of the policy development field. To visualize the usage and the spread of survey statistic data, the number and proportion of research papers using the data from EDI is analyzed with time series trends. Evaluation for experts and public-service customer satisfaction index(PCSI) are also used. Additionally, the evaluation index of public business evaluation system are reviewed is offer several suggestions.
The results and implications of the study are as follows. The usage and spread of research and survey & statistics from EDI is increased. As for education programs, almost every indicator has shown improvement improved but the contents of the program. The current business index is weighted too much on the employment training area. For the areas in which it is hard to evaluate, the use of a qualitative index is recommended for the proper use of the program logic model.
