This article examines on health care system in Vietnam during the last decades of French colonial era, by focusing on maternity health care in the Northern Vietnam, Tonkin.
The colonial government established medical health care system in Vietnam by constructing hospitals, or educating doctors. At the same time, the government aimed to ‘medicalize’ birth-giving and care for the children.
After the colonial government made shift from direct rule to indirect rule through ‘the natives’, the government decided to bring rural Vietnamese midwives under the purview of new system. In 1927, the government in Tonkin started to recruit local midwives to re-educate them for few months and let them back to their villages. By doing so, the colonial government aimed to establish medical care system through professionalization and nativisation in Tonkin area.
Midwives were expected to resolve a lack of medical staffs and funds, as well as to promulgate the idea of hygiene and prevention from infectious diseases. Moreover, they were also expected to take care of the infants in rural areas. Ultimately, the project did not work as a firm system, however, it is an example of trails of medicalization, professionalization and nativisation of maternity health care in Vietnam.
