Since Tiglath-pileser III faced the border with Egypt at ``the Brook of Egypt`` in 734 BCE, Assyria had established the several forms of relationship with Egypt. Egypt has been not only the rival of Assyria in political and military terms, but also the essential supplier of goods to Assyria. Their economic and commercial relations, however, could only be practiced through their mutual agreement or the participation of the third parties. Assyria extorted Egyptian goods from the small states as tributes and taxes, and Assyria entered into trade with Egypt directly and indirectly with the karum-institutions. The concern of this article is placed on this karum-institution. The main purpose of this article is to investigate the economic relationship between Assyria and Egypt from the reign of Tiglath-pileser III to the reign of Esarhoddon, mainly focusing on the karum-institution which Assyria established at important strategic points in Syria-Palestine. This article also investigates the following areas. First it collects and examines relevant Assyria writings that relate to the karum-institution in Syria-Palestine during the 8th-7th centuries BCE. Second, this article investigates the function and organization of the Assyrian karum. Third, focusing on the karum-institution, this article questions why and how certain political and/or military actions were practiced by the small states in Syria-Palestine against Assyria and inversely by Assyria toward those states. This article shows that through the establishment of the karum-institution, Assyria could gain economic hegemony in the region, and could equip and control trade with Egypt.
