More than 85% of death toll in fire was reportedly attributable to smoke. High-rise building, large space, multiplex and large scale underground space which are vulnerable to smoke are expected to increase and thus effective measure to respond to smoke is more than important.
However, domestic smoke control system has remained monolithic guideline level while related technologies are heavily dependent on foreign studies or empirical data. Thus, technologies to secure fire safety in buildings have been in a stalemate.
In advanced countries where suffocation by smoke diffusion has long been known as main cause of death in fire, the need of reliable smoke control system has been stressed and smoke control design technology for the building has been developed through a full-scale experiment together with establishment of theoretic foundation in the area of smoke generation, diffusion and control and the investment in establishing the code to secure the efficiency and applicability continues.
Hence, recommendation is made as follows as part of the effort to improve smoke control system to minimize the damage to the people.
(1) Introduction of smoke protection structure and establishment of the standard for smoke safety: Establishment of the smoke protection standard for smoke safety in building, performance standard of smoke protection system for smoke protection structure and design criteria for smoke control system and smoke exhaust system for smoke control and exhaustion is required.
(2) Introduction of advanced smoke treatment system: Development of advanced technology including the standard for smoke treatment system and product development, establishment of the standard for manufacture, evaluation and operation of smoke blower and duct system for continuous smoke treatment and development of high heat -resistant and efficient blower for smoke exhaust shall be made.
(3) Development of information-sharing type integrated management system: Integrated management strategy to fire from user’s standpoint, instead of the supplier, shall be established and information-sharing safety evacuation and quick rescue system are also indispensible to minimize the loss of life in fire.
