Every year more than 40,000 fires break out. Whenever it happened, many kinds of measures considered to be taken by the related government agency, but nonetheless building fire has ceaselessly repeated.
Besides a force majeure cause, direct or indirect causes impeding the building fire safety can be found at the related fields, therefore the countermeasures for enhancing fire safety at each fields can be categorized as follows.
First, relevant to construction related laws and operational management system
When the government revises regulations and systems in order to achieve a certain state policies, possible fire safety issues that may rise from tightening or mitigating regulations must be fully reviewed and operated. In addition, the plans considering fire safety of building and urban space could be conducted from the very beginning of design process.
Second, relevant to the design of buildings and building technology
Performance-based code for fire-resistant building design must be implemented as soon as possible so that it can be applied in company with specification- based code. And steady support and incentives are required for encouraging designers and engineers not to design a vulnerable building by enhancing fire resistance of structures and selecting incombustible or flame-retardant materials. If consider the current building construction environment of high-rise and large-scale trend, the evaluation could be done from the design phase to improve deficiencies in fire safety of building and to support efficient management of follow-up stages.
Third, relevant to the construction management of buildings Shoddy construction can be crucial causes reducing fire safety of building. In order to overcome these issues, the social consensus is required for raising morality of all parties involved in the construction, in addition audit and inspection need to be performed effectively and thoroughly by the experts.
Fourth, relevant to the building use and maintenance
It is needed to constantly measure such as strengthening the supervision and penalties about the illegal and unjust alteration of structure, use, interior decoration and mismanagement of evacuating facilities and fire extinguishing equipments.
Fifth, relevant to the education and social awareness on fire safety For improving the fire safety of building, passive measures - fire-resistant architectural and engineering design, etc. - should be taken throughly, and also the government needs to give people the continuous guidance, education and training for converting the dull awareness on fire safety so that active and proactive coping is habituated as well.
