The most important characteristic of the new paradigm of technological change and innovation in life science is the close collaboration between all actors involved, including companies, research institutes, public initiatives and various support organizations. This article explores how variety of linkages among them have influenced the cluster’s success through the spillover of tacit knowledge at the Cambridge bio-cluster. It examines the linkage between universities, laboratories and firms and the linkage between firms and support organizations in turn.
Almost half of companies at Cambridge biocluster were set up by the universities and research institutes in the other part of England except Cambridge. And more than the half of Cambridge firms has kept intimate relationship with the universities and research institutes of other part of England and foreign countries through the co-publication of research results regardless of their origin. Also, many members of the Scientific Advisory Boards has originated from other part of England and foreign countries. The intimate relationship among actors involved has promoted greatly the open innovation through the spillover of tacit knowledge.
Also, the utilization of SNSs such as the Twitter and the Facebook has increasingly promoted the exchange of various sort of knowledge among all actors involved, including companies, research institutes and public initiatives at Cambridge as well as at cities ofEngland and foreign countries.
At Cambridge bio-cluster, we cannot deny the important role of the government and local authority. But the contribution of various support organizations, expecially the venture capital companies has been more important. Moreover, various networks between firms and support organizations have promoted the growth of companies.
Consequently, the intimate relationship and the spillover of various knowledge among the foreign actors as well as domestic actors concerned is the most important element of the success of the Cambridge bioclustersince 1995. So, the bio-cluster was considered as a model case in Europe as well as in England.

1995년 이후 케임브리지 사이언스파크는 새로운 도약의 시대로 접어들게 되었다. 케임브리지 사이언스파크의 성공에 가장 큰 기여를 한 부문은 바로 바이오산업이다. 케임브리지 바이오클러스터는 클러스터에 소속된 주요 주체들 사이의 상호작용이 잘 이루어진 실리콘 벨리의 경우를 모델 케이스로 삼고 구성 주체들 사이의 긴밀한 협력을 모색하였다. 필자는 산·학·연 협력 네트워크를 기업과 대학 및 연구소와의 네트워크 그리고 기업과 각종 지원 단체사이의 네트워크로 구분하여 케임브리지 바이오클러스터의 성과를 고찰하였다.
우선, 케임브리지 바이오클러스터의 성장을 주도한 것은 분사되어 나온 신생기업들이었다. 이들 신생기업이 성장하기까지 모태기업의 역할이 매우 중요했다. 케임브리지 바이오클러스터에서 새로이 분사되어 나온 기업의 절반은 케임브리지 대학 이외의 다른 연구소나 다른 지역에 있는 대학들로부터 핵심아이디어를 얻어 창립된 것이다. 이는 케임브리지 바이오클러스터가 바이오기업을 끌어들이는 일종의 자석 역할을 했음을 말해주는 것이다.
나아가 케임브리지에서 분사된 기업들은 생존 및 발전을 위해 단지 모태기업과 관계를 유지하는 차원을 넘어서 다른 기업들, 심지어 다른 지역에 있는 기업들과도 협력관계를 맺어오고 있다. 그리하여 다양한 지역의 기업이나 연구소와 공동연구가 활발히 이루어졌고, 그 성과도 무시할 수 없다. 또한 자문위원들의 절반 이상이 영국의 다른 도시나 미국 출신이었다. 기업들은 위치에 상관 없이 가장 도움이 되는 연구자들과 협력을 추구한 것이다. 이러한 사실들은 케임브리지 바이오클러스터가 개방형 혁신 측면에서 세계의 어느 바이오클러스터와 비교해도 뒤지지 않고 있음을 말해준다.
케임브리지에는 정부나 지방자치단체의 역할도 중요했지만 각종 민간 지원단체들이 산·학협력을 통해 바이오기업들의 발전에 보다 더 큰 기여를 했다. 특히 벤처자금 지원 기업들은 판매 및 마케팅과 경영 컨설팅 지원 기업에 비해 비율상 적었지만 바이오기업들의 성장 과정에서 매우 중요한 역할을 했다.
케임브리지 지역에는 광범위한 네트워킹조직들이 존재하고 있다. 네트워킹은 사람들을 함께 하게 만들고 그리고 그들에게 상호 이익을 추구하는 것을 가능하게 해주었다. 이러한 네트워크를 통한 활동은 케임브리지 지역에서 특정 이해집단의 요구를 충족하고 상호간 공동학습을 촉진하며 정보를 공유하도록 만들어 지역발전에 기여했다.
케임브리지 바이오클러스터의 성공요인으로는 일반적으로 성공한 모델기업, 강력한 연구기반, 긴밀한 산·학 협동, 풍부한 자본, 기업문화/기업가 정신, 인프라 정비, 풍부한 우수 인력, 긴밀한 네트워크 등을 들 수 있다. 그렇지만 필자의 연구 결과 대학 및 연구소와 기업의 효율적인 제휴 그리고 기업과 각종 지원 단체의 적극적인 협조관계를 의미하는 효율적인 산·학·연 협력관계의 구축을 통한 개방형 혁신 체제의 효율적 작동이 케임브리지 바이오클러스터의 성공을 가져다 준 가장 큰 요인이다. 바로 이점에서 케임브리지 클러스터는 영국은 물론 유럽의 주요 바이오클러스터의 모델케이스가 됨은 물론 성공 사례로 수용되었다.
