This paper sought the concepts of local/locality and the significance change of these concepts in Korean films; while diagnosing the meaning of local cinema and the possibility of Busan as a local cinema.
Local(locality) assumes something meaningful, then it moves freely in terms of relationship. The worldwide center of movie is Hollywood, US, the other hand, the movies from the other nations called as "the third world movies". Choongmooro-movies could be called as the third world movies in this point, but supposing movies are limited in domestic boundary, the value of movie is declined in quality & quantity. this is the main focus of this paper.
As the others could be possibly the main body(the subject) in postmodernism Era, the possibility of locality in "Local Cinema" is needed to be notable. The meaning of local cinema in this paper is newly defined. In narrow sense, "Locality Cinema" defined as the movie with a certain local narration based on local producer & local production company, then the movie with a certain locality only(without relationship of producer & production company) is defined as "Local Based Cinema"
Finally, this paper highlights that Busan should be not only the image of " Cinema city" but "cinema producing city".
