Since his inauguration in December 2006 Mexican president Calderon launched a war on drug. His war strategy, getting rid of drug kingpins, entailed a enormous violence without really destroying drug cartels. On the contrary, drug cartels with their bosses caught or killed survived government aggression and fierce fighting among themselves and diversified their criminal activities while some evolved into smaller organizations as a result of factional strifes. So this paper asks why the government could not succesffuly bring down durg cartels? Government strategy of disturbing Mexican drug cartels has not worked nor will work out in the future due to four structural constraints: 1) ample resources and capabilities of the drug cartels with enormous amount of drug money and enough supply of weapons 2) corruption and incapabilities of the law enforcement organizations of Mexico 3) dual role of the United States providing huge illegal drug markets and illegal profits for the Mexican drug cartels while trying to help the Mexican government to beat the drug cartels 4) poverty, social inequality, and lack of legal economic opportunities that allow drug cartels to grow and thrive. Mexican drug cartels are well armed and trained with more than enough funds to run widespread corruption networks inside the government and police. The government simply lacks the man power to maintain control over the whole area where drug cartels run their illegal businesses. The US also needs to work hard to discourage use of drugs among its population and spend more to educate and treat people. Given those structural environments with which drug cartels interact, winning a drug war in Mexico is nothing less than building strong institutions and state capabilities on the basis of support and trust of the people.
