Architecture related policy in Korea was initiated through the enactment of the 2007 Framework Act on Building. Looking back at the past five years, the results of enacting the Framework Act on Building and the Fundamental Plans on Architecture Policy are rather commendable. Many regional and city scale local architectural plans have been established, whereby 14 local governments including Seoul, Gyeonggi, Busan, Jeonbuk, Chungnam etc. have finalized or are in process of instituting their respective local architectural plans. There has been various legislations related to the promotion of architectural assets such as the ‘Green building support act’, ‘Architectural service promotion act’, Hanok related acts, and also a number of legislations connected to urban regeneration promotion and support. Through these efforts, policy development and various endeavors within the architecture industry has increased, which includes efforts to better understand current conditions, building of information systems, establishing fundamental plans, forming professional support organizations and providing training for professionals etc.
Nevertheless, architectural policy in Korea, as opposed to many European countries, is still centered exclusively on the Ministry of Land, Infrastructure & Transport. Furthermore, the role and function of the Presidential Commission on Architecture Policy, the main architectural policy support organization, is being weakened. In order to ensure continuity in architectural policy development, broader involvement from various ministries needs to be encouraged, in conjunction with forming a firm cooperative foundation amongst ministries. More critically, there needs to be clearer understanding of the role of future policy plans and designated support organizations.
