This article looks at the characteristics of “frictions over history” in Korea-Japan relations since the 1990s, with a focus on blunders given by Japanese politicians and Korea’s responses. This article analyzes the characteristics and trends shown in the political process of blundering through comparative analysis. This research shows that the conflict over history in Korea-Japan relations were the products of inter-constitution between the agents and structure and a type of language game, in which reality is constituted by speech acts. This article shows that conflicts and the process of interactions regarding blunders are a type of constructive international politics in which the agents construct rules of engagement, modify mutual perceptions, and transform actors themselves through a shared knowledge or discourses and are reversely constructed by structure.
