This study aims to define the problems concerning the ‘Wang-Hu system(王?侯制)’ with regard to the local reign system of Baekje(百濟). These problems are able to be classified into the time of introducing the ‘Wang-Hu system’, references for said system, and operation methods of said system.
In 458, the credentials from Baekje were sent to the Liu-Song(劉宋) requesting the granting of the General title(將軍號) to eleven figures. The Left & Right Wise King(左?右賢王) title appearing together with the General title in this credentials is seen as irrelevant to the ‘Wang-Hu system’ as part of the local reign system. The ‘Wang-Hu system’ is considered to have been implemented from 458 to 472 when the ‘Wang’ & ‘Hu’ title with locational names was first mentioned.
A similar practice about the ‘Wang-Hu system’ can be found in the peerage title system of the Northern Wei(北魏) prior to Emperor Xiao Wen(孝文帝)’s reign. Therefore, the Baekje had presumably adjusted and applied the Northern Wei’s peerage title system to its ‘Wang-Hu system’. It is assumed that the Northern Wei and Baekje recognized and tried to interact with each other.
The ‘Wang-Hu system’ was a policy by which the Baekje government devised to strengthen its grip on the southern area where native groups were strongly influential. The Baekje government assigned royal family members appointed as ‘Wang (王)’s & ‘Hu(候)’s to the county-sized administrative units named as ‘Damno(擔魯)’s to rule the provincial regions in cooperation with native powers. In addition, the Baekje government integrated several ‘Damno’s into one military district(軍管區) to be ruled by ‘Wang’ or ‘Hu’ as Leader of military district(軍管區長). The ‘Wang-Hu system’ in Baekje was found to have been applied to the Chungcheongnam-do(忠淸南道)’s western coastal regions and the south of the Geumgang River(錦江).
