It is getting increased in social interest and many studies about quality of aged people’s life as the aging society is being progressed. For an influence of the aging society, nursing homes and retirement communities are also increasing to play a major role to take care of the aged people. This study tries to conceptualize and systematize a forest welfare service as an aged people - oriented welfare service with an aspect that the forest welfare service is a “lower” system of social welfare service. The purpose of this study is to find a way in order to provide the aged people with the forest welfare service such as a forest and a horticulture in the nursing homes or retirement communities. To make this idea possible, there are two things to know; at first, what kinds of service infrastructure is needed? Secondly, the idea of management about how to deliver the proper service is essential. To do this, this study suggests service-delivery system, service infrastructure as a fundamental step through door-to- door canvass, documents on the state of senior welfare facility, materials of current status of management in relate to the forest welfare service in the senior communities. It is expected to use the result of this study as a practical idea to be realized the forest welfare policy by the forest welfare agency.
