The purpose of this study was to develop teaching strategies for middle and high school expressive activities. Participants were composed with 13 pre-service teachers who majored physical education, 9 physical education teachers and 11 delphi experts. We used the FGI method for pre-service PE teachers and tried to investigate the cognizance and difficulty of expressive activity with collected data of physical education teachers by interview. Additionally, we gathered the opinions of delphi-experts by three times delphi-questionnaire. The results were as follows : Instructional strategy for creation were reflected of pre-service teachers, middle school physical education and delphi experts` opinions. First, the strategy for creation was ``SPREAD``, which meant that creation might spread widely and each initial word had special method for strategy. S meant STEP, which indicated that all of creation should be presented by stages. P showed PROCESS, which signified that movement must be suggested in detail. R presented RANGE, which meant range showed be selected before creation. E meant EXTENSION OF THOUGHT, which showed divergent thinking should be used for creation. A meant APPRECIATION caused the divergent thinking and interest of students by appreciation. D was dialectic, which meant that the range of creation should be expended by demonstrational procedures.
