The Study abroad Policy on the Kabo Reform draws attentiontowards the student send to Japan on a large scale by KoreanGovernment. Pre-research can be summarized into “thestudy-abroad policy under the leadership of Park Yong-hyo andInoue Kaoru”; and the discontinuation of study abroad policy processby “Japanese cabinet regarding Korea Royal Refuge at the RussianLegation(아관파천).” However the reason is not explained as to whythe Study-abroad policy continued although Park Yong-hyo lost hisposition on 6th July, 1895, and why it took almost 2 years, from11th Feb, 1896 to the end of Dec, 1897, until the discontinuation ofthis policy.
This paper researches about the problem. As a result it becameclear, that when Park Yong-hyo was not in power, students were already sent for the Educational Institution(학부) and diplomaticmissions. Based on the facts, the students’ dispatch was continuouslyin progress irrespective of Park Yong-hyo’s influence, and the mainreason for it was Yu Kil-Chun. Also, the change in Study-Abroadpolicy didn’t occur due to the Korea Royal Refuge at the RussianLegation on 11th Feb, 1896, but due to contract extension problemwith Keio University. At this time, the reason to the decrease thenumber of international students to 50 students was not a policyretreat, but it was to go through careful selection of students. There treat in policy was on 29th August, 1896, after the raise in educational expenses. In other words, the financial problem was the key reason behind the discontinuation of study-abroad policy.

갑오개혁기 도일유학생 파견 정책에 대해서 선행연구에서 지금까지 밝힌 내용은 “유학생 파견 정책은 박영효와 이노우에 가오루(井上馨)의 주도 아래에 추진된 정책이었다”고 하는 점과, 유학생 파견 정책의 중단과정에 대해서 “아관파천에 의하여 친일내각이 주도한 유학생 파견 정책은 중단되었다”고 하는 점으로 요약할 수 있다. 그러나 1895년 7월 6일 박영효가 실각한 이후로도 유학생 정책이 계속되었던 이유, 그리고 1896년 2월 11일 아관파천부터 1897년 12월 말 유학생 파견 정책이 중단되기까지 거의 2년이나 걸린 이유가 설명되어 있지 않았다.
이 문제를 고찰한 결과, 박영효의 영향이 없는 시기에 이미 학부와 보빙사라는 두가지 루트로 유학생 파견이 이루어지고 있었던 사실을 밝혔다. 그러한 사실을 바탕으로 유학생 파견은 박영효의 영향과는 관계 없이 진행되고 있었고, 다수의 유학생을 파견하는데 핵심적인 역할을 한 것은 유길준이었다고 보았다. 또한 유학생 정책의 전환은 1896년 2월 11일의 아관파천에 의하여 일어난 것이 아니라, 게이오기주쿠(慶應義塾)과의 계약 갱신 문제가 직접적인 원인이라고 보았다. 이때 유학생 수를 50명으로 줄이려고 한 것은 유학생 파견 정책이 후퇴한 것이라기 보다는 불량한 유학생의 정선(精選)에 있었다. 한편 유학생 정책이 중지하는 방향으로 기울게 된 것은 1896년 8월29일,학비 인상 문제가 부상한 후였다. 최종적으로 학자금 지급 정지를 결정한 것은 탁지부였다. 즉 갑오개혁기 도일유학생 파견 정책은 유학생 자체의 문제, 재정의 문제, 계약관계의 문제 등에 의하여 전환, 중단된 것이다.
