The purpose of this paper is to examine the reason why Pak Hon-Yong was appointed as the first director of the GPB(General Political Bureau) in the North Korean Army and, based on that, to explain the status and role of the GPB in the Korean War. The GPB was established to straighten up the slack of the army for ‘full retreat period’. Pak Hon-Yong, the chief of ‘Namropa’, was appointed as the director of the GPB in the role of supervising the army within the party-organization. This paper examines appointment of Pak Hon-Yong in three points. ① Weakened leverage of Kim Il-Sung within the army caused by ‘full retreat’ and its ‘Strategy of Authority Borrowing’ to overcome the crisis. ② The influence of ‘partisan struggle’ on the southern front. ③ Stalin’s advice to emphasize movement of ‘district party’ and Partisan struggle in South Korea. As a result, the status and role of the GPB was unsettled during the early years of the party. The main reasons were Kim Il-sung’s ‘role expectation of Authority Borrowing’ towards Pak Hon-Yong and Pak’s ‘low self-expectation’ about his role as the director of the GPB. In less than a year since he was appointed as the Director of the GPB, he was replaced by Kim Jae-Wook without leaving any noticeable accomplishment. Afterward, the status of the GPB continued to decline.
