The main purpose of this study is to examine how the role of family (and women in particular), which is thought to replace the function of the Japanese type welfare state established in the 1960s and 1970s, has changed since the 1980s. In order to examine this topic accurately, this study focused on the relations between “Familalizing” and the local government"s child daycare services. In addition, the framework of “De-familializing” is also applied in this study. Under this framework, the role of women, which replaced the function of welfare state as “Primary caregiver” and “Part-time worker supplementing household income” in the name of “Familializing” in Japan, is the major target to analyze in detail. As a result, the change of “Familializing” in the process of reorganization of the Japanese type welfare state regime can be defined as the new concept of “Neo-familializing”.
