Pangyo Techno Valley where ICT enterprises are integrated is receiving attention as major industry cluster to reach creative economy. In this study we proposed activation directions of Pangyo Techno Valley through analyzing success factors of Silicon Valley for the vitalization of Pangyo Techno Valley. Through documentary survey, we deducted success factors of Silicon Valley into 11 kinds and analyzed the present conditions and proposed activation directions of Pangyo Techno Valley with each factors. Pangyo Techno Valley has strong structure in support system for industry activity and integration of ICT industry, but has insufficiency in fostering venture industries with creativity, challenge spirit, and technology which is major point to achieve creative economy. Especially, there is a prospective need for insufficient countermeasure about opened industry culture, global network, and name value build.
