An Analysis of Agricultural-Rural Ordinances of Chungcheongbukdo reveals that the total number of twenty-six ordinances are sorted into groups such as ten policy-related ordinances, twelve administrative and operative ones, two fund management-related ones, and two others. Among the twenty-six, there are only eight ordinances that include enforcement regulations, which means that to improve the legal efficiency of an ordinance should be accompanied by setting up its regulations at the time of enactment of the ordinance. The analysis also shows that it is necessary to make institutionalizing efforts by enacting and revising ordinances, in order to realize the visions and the goals of the five year development plan for the agriculture, fishing, and food industries in Chungcheongbukdo in 2014 through 2018. According to this analysis, there exist ordinances that need to be enacted or revised. Four ordinances are need to be supplemented or revised: the ordinance concerning operation of the local food policy council, the ordinance concerning operation management of the rural housing development, the ordinance concerning the promotion of environment-friendly agriculture and the administration of organic food, and the ordinance concerning the support for urban-to-rural returners. Three ordinances need to be newly enacted: an ordinance concerning the revitalization of agricultural-rural areas, one concerning the promotion of local agricultural and food industries, and one concerning premotion of forestry and development of mountain villages. In addition to these, an ordinance to train and support agricultural human power needs to be considered for its enactment. The analysis concluded that, in order to promote the institutionalization by enacting ordinances for the development of agricultural governance, the main agents of local agriculture should implement and expand horizontal agricultural governance, and proceed together with the analysis and assessment of changes of the central government’s agricultural policy.
