This paper presents a comparison and analysis on the content of oversea port authority governance and strategies. The global port market has been operated by powerful players who achieved their highest earning from their global container terminal activities. Facing global market changes, the overseas port authorities, Rotterdam port authority has been pursuing international goals through their business strategies which cooperate with other port authorities to produce overseas profit. Therefore Korea port authorities need to consider participating in the international market to gain additional revenue and exceed internal market limits. In addition, the strategic plan of Rotterdam port authority which appears in the text of this would be a good guideline in order to amount to a reversal of Korea port authorities" business model.
