After the distribution market opening, a rapid growth and spread of large-scale retailer resulted in the subsequent collapse of Small and medium distributors and the national capital region concentration. To solve this problem, the government and the local government have invested significant funding for the activation of the small number of retail business. However, most of the development projects did not consider industrial characteristics, just uniformly focused on facilities improvement. Eventually, support business could not get performance.
The purpose of this study is to clarify the characteristics of distribution and thus to establish differentiated support project based on the comparative analysis. By using data envelopment analysis-Windows (DEA-Window) model this research measures the trends and changes of the local retail industry and confirm the growth stability. Finally, based on the estimates of the relative efficiency and dynamic efficiency, we divided local distribution industry into six zones and suggested differentiated ways to improve efficiency.
