The purpose of this study is to examine the Naval Base of Songjin-po in relation to the international situation of the East Asia around the Russo-Japanese War. Songjin-po was constructed before Jinhae. The Imperial Japanese Navy(IJN) occupied Songjin-po on February 7, 1904 started to construct the Naval Base, and applied a Japanese martial law to local inhabitants of Korea. This was obviously against international law. Because the Korea-Japan protocol was concluded on February 23, 1904. In 1910, the IJN gave a Ten-Years Plan to escalate the scale of the Songjin-po Naval Base. further escalate. It was the construction of Jinhae as a naval port city. It was the construction of Jinhae as a Naval Port City. In addition to this study made clear how modern expertise of the IJN is related to the colony society.
