This article suggests the process and issues of institutionalization of civic education focusing on the interaction among actors who have promoted the legislation of civic education. The core of civic education is to stabilize democracy and to foster voluntary citizen. In this regard, the institutionalization of civic education and a continuous education process are needed to achieve that goal. Despite of several trials to institutionalize civic education in Korea, it turned out to be failure in enacting laws. Until now, the various issues of the institutionalization of civic education are brought up in terms of the main actor of civic education, the direction and ways of institutionalization, and the collision with existing laws. Even though all stakeholders have come to an agreement with the necessity of institutionalization of civic education, they have held different views that who is going to take charge of a institution of education. In addition, the discussion of institutionalization haven’t raised only the concerns about the neutrality but also the collision or overlapping with existing laws. For the institutionalization of civic education in Korea, it is necessary to coordinate different views among stakeholders, to achieve social consensus, and to deliberate the content and direction of civic education.
