Korea initiated its full-fledged market-oriented electricity restructuring in the wake of financial crisis that struck the country in 1997-1998. The neoliberal prescription of privatization and competition in the sector was regarded as a solution for the country"s financial predicament and for future investment in the electricity infrastructure. However, by 2004, the government"s liberalization plan was suspended because of strong opposition from labor unions and dubious results of liberalized electricity markets in other countries, notably California in the U.S. As the law underlying restructuring came to expire in 2009, and complaints about the partially liberalized model mounted, discussion on electricity liberalization was rekindled.
The paper reviews key aspects of the electricity reform debate presented by two antithetical groups, viz, advocates for liberalization and those for reintegration. It argues that the electricity reform debate formulated by these groups has been limited to the conventional "cheap and abundant" energy discourse that predominately focuses on efficiency improvement without adequate consideration of ecological sustainability and democratic energy governance. In this regard, the paper proposes an alternative discourse for electricity sector reforms, called "energy commons paradigm," which shifts from supply-oriented and centralized systems to energy-service-oriented and decentralized local energy regime. Technological, economic and social implications of the change are further explored.
