The increase of natural calamities following climate change emphasizes the importance of countermeasures prepared by central and local government. An important method to support such efforts is vulnerability assessment for climate change. To design effective policies with limited financial resources, setting priorities is necessary and the vulnerability assessment will be of help for that. The purpose of this study is to develop assessment indicators that can contribute to make cities withstand diverse natural disasters based on adaptation policies designed for a region by understanding relative differences between local government and setting the right priorities though vulnerability assessment. In the previous researches, several indicators for vulnerability assessment were reviewed and some indicators compliant with the research direction were selected. Some of these were used to develop new indicators. In the study, the generally accepted IPCC definition was used, around the influence of climate change to cities. Since disasters related to climate have been from storms and floods, the study focused on indicators related to flooding. And to find out impacts of such disasters on spatial and physical aspects of cities, socio-economic indicators were minimized as much as possible. To verify the indicators, correlation analysis was conducted by using vulnerability indicators and damage from natural calamities as variables. The result showed that it would be possible to check vulnerable areas by developing vulnerability assessment indicators. Such indicators could be used as useful tools in setting adaptation policies and other policies in local and central governments.
